BOARD OF TRUSTEES HELD JANUARY 26, 2011
I. CALL TO ORDER/ROLL CALL
The meeting of the Board of Trustees of the Prospect Heights Public Library was called to order at 7:02 p.m.

II. APPROVAL OF MINUTES
Trustee Yager moved, seconded by Trustee Peterson, to approve the minutes of the regular Board meeting held on December 27, 2010 as written.

III. ATTORNEY'S REPORT
No report.
IV. COMMUNICATIONS
Trustees Lahey, Penick, and Peterson attended the Annual State of the Village and City Luncheon sponsored by the Wheeling Prospect Heights Chamber of Commerce at Tuscany Restaurant in Wheeling today. Trustee Peterson reported that Mayor Vole expressed hope for an improved local economy in 2011 to help struggling City of Prospect Heights finances. Wheeling Village President Judy Abruscato noted progress on TIF developments, particularly Fresh Fields at the Milwaukee/Dundee intersection, and ambitious development plans for the former Wickes property in Wheeling.
Executive Director McCully distributed copies of the CCS Annual Report presented earlier today at the CCS Annual Meeting held at Crystal Lake Public Library.

VI. EXECUTIVE DIRECTOR'S REPORT
A. Building and Grounds Report
Greg Mueller reported that planning continues for generator installation pending better weather. He also talked about other projects, particularly a suggestion from the Library's Green Committee to look into cleaning of air ducts. Quotes received to date for this service are in the $10,000 range. There are many attendant issues to be aware of in reaching a decision about whether to pursue cleaning. After discussion of several of these, the matter was referred to the Board's Building and Grounds Committee for further study.
Executive Director McCully reported on several meetings held with City of Prospect Heights officials regarding possible charges for refuse collection beginning in July, 2011. These charges consist of two parts: collection fee (which the City may be willing to continue waiving for the Library as a "fellow" taxing district), and tipping fee (which the Library will likely have to pay). The City is seeking hauling bids for the future; more information may become available when a bidder is selected and contract negotiation begins.
Greg left the meeting at 8:35 p.m.
B. Winter Reading Clubs for Adults and Youth
This winter's reading club for adults and high schoolers is called Master the Arts READ! and features various reading challenges and activities. Participants can earn chances on prizes in several different ways at the Library. The closing date is February 28, so there is still plenty of time to join, read, and win prizes!
The Chicago Wolves Reading Club started January 17 and runs thru February 26. Children, birth thru 8th grade, visit the Library to receive a booklet in which they collect stamps that will spell out the word "Winter." They bring this booklet once a week to the Youth Reference Desk for a stamp, and each week they get a new letter: 3 stamps to receive a Grand Prize raffle ticket for Chicago Wolves hockey tickets; 6 stamps to receive a second Grand Prize raffle ticket. For every weekly visit, they will have the chance to win a Wolves hat, or small hockey stick. Prospect Heights Public Library was not selected for a player visit this year.
C. NSLS Merger Update
Executive Director McCully attended the January 10 merger update meeting held at NSLS. The NSLS Board and the other four system boards will vote on resolutions to dissolve and then merge into a new entity in January. In February, the new transition board will be elected; this is expected to consist of the same trustees as the Merger Design Team, excluding current system administrators. This new Board will have MUCH to consider and decide on (including detailed ILA recommendations for services) before the merger target date of July 1, 2011. No one knows now about continuing state funding for the new entity. We are told to expect delivery service to continue as it is now after July 1. Further updates are available as they occur via websites provided.
D. NSLS Legislative Breakfast - Monday, February 21, 2011
The Illinois Library Association is sponsoring this year's President's Day Library Legislative Breakfast on Monday, February 21, 2011 from 8:30 - 10:30 a.m. at the Arboretum Club, 401 Half Day Road in Buffalo Grove. Cost is $15/person. We hope to visit with Reps. Sid Mathias and Eileen Nekritz, as well as Sens. Matthew Murphy and Susan Garrett, and other legislators.
VII. COMMITTEE REPORTS
A. NSLS
Trustee Berman reported that the North Suburban Library System Board had voted to dissolve and to join the projected enlarged new service entity with four other systems with a goal of achieving merger by July 1, 2011. She shared copies of several relevant documents. Merger meetings are planned for February 8 and 24. Trustees were also reminded of the NSLS equipment sale.
B. Chamber of Commerce
Trustee Lahey announced that Chamber Associates Board meetings are held from 8 to 9 a.m. on the first Tuesday of the month at Wheeling Village Hall.
